By now, it's actually expected for Jira to allow any issue type to be added as Parent of a subtask when converting Task to subtask, so I've confirmed that we don't actually consider this as a bug. When adding issues to an epic the only option is to create a new issue, you can't add an existing one. It is not uncommon for someone to create what they think is a one off request only to find that it needs to be part of an epic. Not having an easy way to add issues to epics is an absolute nonstarter, it makes jira practically unusable. Purpose As part of the adoption of Advanced Roadmaps, projects that were using issue links to define hierarchy relations will have to use the Parent Link field so they become nicely visible in Advanced Roadmaps In the case of versions, those are managed at project level so it makes no sense having a version that does not belong to the target project. But there is no problem with a story having an epic link from other project, if you want the epic to be in the same project you could clone the original epic and then bulk change epic links in you moved stories or something like that.
